This was only a hundred yards or two from my ancestors, on the side of a
hill overlooking the river and docks.

This man eludes me? I have no information on him,
only his wife Eliza, and children, I have found documentation, there are
other Willis's on the 1851 census in Glamorgan, I too thought he could be
a seaman or fisherman as he is not at home on the census date.
The 1861 census could give me that data on his occupation, I don't know
why but I think he could be living in the Neath/Britton Ferry area by
then.
