Civil registration started only in 1837 so you will not find a birth
record as such. Your best chance is to find a baptismal record. Michael
Leary was quite probably born to Irish immigrant parents and may have
been baptised at St David's Priory, the only Catholic Church in Swansea
during 1826-1831. St David's baptismal registers are now held by the
archives of the University of Wales, Swansea. See:

You may need permission from the current St David's parish priest to
consult the records (I did some years ago). Check with the archivist.
I don't know of any transcripts or indexes (other than those in the
archives) but some may now or soon be available.
