The civil registration of births did not commence until 1837, so there will
be no official records of a birth which took place in 1810. Your best hope
is to find a record of your great great grandfather's baptism, either in the
parish registers or in the records of a nonconformist chapel.
The parish church for Newchurch is St Mary's, whose parish registers are
deposited at the National Library of Wales (NLW) at Aberystwyth (website
http://www.llgc.org.uk/ ).
Microfilm copies of the parish registers held at the NLW are available at
the Powys County Archives Office at Llandrindod Wells (website
http://archives.powys.gov.uk/ ).
