Alwyn,
Just curious as to how you happen to have access to "the 1891 Census for the
whole of England and Wales" --- is there something I've missed?
Best regards,

I have had a look on the 1891 Census for the whole of England and Wales,
and
the only Harry / Harri / Henry Tudor that I could find was a 31 year
old
Henry
Tudor born in Meifod and living in Llanyblodwel, Shropshire.
Do you have any other info, such as details from the 1881 census, year of
birth, parents or siblings names, etc. that might be used to track your
man down.
All the best
Alwyn
