David,
If David Walter PHILLIPS was born in Tylorstown (Rhondda), Glamorganshire,
and returned there to die, then you'll be better served to post your query
to the Glamorgan mailing list. There are a number of David Phillips (with
and without a middle name, but no David Walter PHILLIPS b.1880) listed in
the 1881 Census for Glamorgan -- none with the birthplace of Tylorstown or
Rhonnda. The folks on the Glamorgan list may be able to pinpoint the right
family for you in the 1881 Census.
To subscribe to the Glamorgan list, send a message to:
GLAMORGAN-L-request(a)rootsweb.com (to receive the list in mail mode) or
GLAMORGAN-D-request(a)rootsweb.com (to receive the list in 'digest' mode,
which may be preferable as the traffic on the list is extremely high), with
nothing in the subject line and only the word Subscribe in the body of
the message - no signature line.
You should also check out the GENUKI pages for Glamorganshire:
http://www.genuki.org.uk/big/wal/GLA/
These will provide you with many details on how to research your family from
that area, including the addresses of the Superintendant Registrar's Offices
that cover the regions in that county, cemeteries, etc.
There are volunteers with lookup materials posted on the Glamorgan Lookup
Exchange pages:

Unfortunately, "North Wales" encompasses quite a few counties -- without
knowing where, my only suggestion for locating the birth of any children
born in North Wales would be to use the GRO Indexes for birth/marriage/death
and look for Marsden's birth, which should be very uncommon and easy to find
if you can narrow down a period of time in which to look for him. The
details on how to access the indexes can also be found on the GENUKI pages
under "Civil Registration". Since you're in the UK, you should have no
problem.
Good luck!
