I've never heard of the specific "notes" you refer to, but from what
I've
been able to figure out using the National Library of Wales online
searchable database from their website:
http://www.llgc.org.uk/ (search
for all variations in spelling for Coedtalog), it appears Coedtalog is the
name of a township in the parish of Llanerfyl, Montgomeryshire (now Powys)
and some tenements were once part of the Powys Castle Estate and some part
of the Wynnstay Estate.
Have looked through the 1881 Census Index for the parish of Llanerfyl and
found no mention of Coedtalog, but it may also have been the name of a
farm/cottage there. (There were plenty of JONES living in the parish in
1881, by the way.)
If Mr. Willis compiled so much material, it's possible this was deposited
with a library in New York -- have you contacted the New York Public Library
or the New York Genealogical Society to see if they have the notes?
Also suggest you subscribe to the longer-established combined Powys mailing
list (covers Montgomeryshire, Breconshire and Radnorshire) as you'll reach
more people who might have a lead on your Coedtalog (Llanerfyl) JONES'.

Arthur C. Willis lived in Brooklyn, NY, USA in the early part of the
1930's at 44 Garden Place. He contacted many of my relatives on both sides
of the Atlantic so he could identify the "Ancient Jones Family of
Coedtalog". His last correspondence was in 1934 when he announced he had
filled out 163 pages of notes covering 7 generations.
