I don't have the 1891 Census but checked the 1881 Census for MATTHEWS in the
area of Poolquay. Poolquay isn't enumerated by that name, so I used "Pool"
and found one possible entry below, as well as looking for other possible
MATTHEWS couples in the general vicinity. The parish of Poolquay was
formed pretty late (1863) out of parts of the parishes of Guilsfield and
Welshpool. The 2nd entry below caught my eye as their infant daughter was
born in Pool Quay. Suggest the most direct way to ascertain Frederick's
parentage would be to order his birth certificate directly from the Supt.
Registrar at Welshpool -- since you have the date and his name is not a
common one, it should be fairly easy. See GENUKI pages for Montgomeryshire
under Civil Registration for address and details.

There are other MATTHEWS in the area in 1881 but I only picked out these two
entries. Once you have Frederick's birth certificate, let me know if you
need another check of the 1881 Census. I don't know where you're located in
the UK, but the 1891 Census is available at the Powys County Archives,
Llandrindod Wells, Radnorshire, the NLW, Aberystwyth, the Newtown Public
Library, Montgomeryshire, and probably several other places, including on
microfiche from the LDS FHC if there's one in your area.
