Michael,
Take another shot at the 1901 but broaden it a bit by leaving out the
"Herbert" and only look for 13 & 14-year-old William RIMMER's,
hopefully
born in Salop/Shropshire.
Another way to find the family would be to single out one of the other
children with a more unusual name and then get the entire household entry.

Thanks for coming back and what you have discovered links in with what I
also found. Another positive 'find' is that my wife remembers talk of an
Aunty Alice and that could well be the Alice Ann RIMMER referred to.
Apparently William Herbert was one of 14 children according to the recall
of
my wife's last surviving auntie!!
I have tried a search of the 1901 Census for a 14 year old William Herbert
in Shropshire and Wales generally, but without success. Taking your
advice,
what I will try now is to find someone with access to the
Shropshire,
Denbiegh, Cheshire and Montgomeryshire 1891 Census data to see where the
family were at that time.
