You will not be able to get a birth certificate for Rees Price as he was born
in 1834 and birth certificates were not issued in England and Wales until
1837.
The IGI has the baptismal records for the following churches and chapels in
Dolgellau, but none of them contain a baptism for a Rees Price in 1834:
Saint Mary's Parish Church 1814-1870
Hen Gapel Congregational 1795-1837
Juda Baptist 1798-1836
Salem Calvinistic Methodist 1807-1837
Dolgelly Wesleyan Circuit 1814-1837
I have also checked the BT fiche for neighbouring Llanfachreth, but he wasn't
there either. I hope to get the fiche for Llanelltyd from the National
Library in the next few weeks, when it arrives I shall keep an eye out for a
Rees Price there.
You should be able to find out the names of Rees and Mary's fathers (but not
their mothers) if you can get a copy of their marriage certificate. Without
knowing where they were married and without a firm date, your best bet for
finding a marriage certificate would be to use a Certificate tracing agent
such as:

You are very certain about Rees' date of birth, what is the source of that
information, if not a birth record containing parental details?
