You might be correct in your supposition that Richard's father's surname was
mistranscribed, another possibility is that he was illegitimate but knew what
his father's name was.
It appears that Richard had died before the 1891 census too as the only
possibility that I can find for Margaret his daughter is this one:

It might just be a coincidence that two people from Cardiganshire were
staying with John's step grandmother (assuming from the Randel connection that
that's who she is) or could there be a connection between Mrs & Mrs George and
John? Suggesting that the unknown place in Cardiganshire that Richard was born was
Tregaron. Without any other leads it may be worth a try.
