R.D. can also mean "Registration District".

RD is, or rather was, Rural District, an area of local government which
disappeared in Wales in 1974, I think I'm right in saying. Having said that,
I hadn't realised that Llanfrothen was a RD but had thought it was part of
Deudraeth RD. Maybe RD means something different in this context?
