A brother to a Hughes named Richards - this reminds me of the situation occuring at least
once in my family of a son (often the eldest) being named for his grandfather - even if
the patronymics didn't "work" so you could have an Owen Roberts with a son
James Owen and grandson (son of James) Owen Roberts (born early 19th century) (as occurs
in my family of Pencaerau / Bodwyddog / Pwlldefaid).
This is mentioned in a number of short articles in Gwreiddiau Gwynedd in the 1990s and
also in Major Francis Jones' seminal 1950s (?) article on Welsh family history.
So this IS a possibililty and means that, if I am correct, that one of the two brothers
shares a name with his grandfather. Which one, I would have to leave to your imagination
but you might have some thoughts.
If there is a farm attached to the family, or even a parish, it might be worth a punt on
wills at the National Library for the 2 names to see if that throws up a will that
mentions the 2 and other family members.
The other option is that the family were born around the 1800-1850 time of widespread
adoption of fixed surnames and one took the patronymic while the other took the fixed.

Which parish / village / town do these addresses relate to? You say Annie was from
Penmachno too, but as well as who?
Regarding someone with the surname Richards being a brother to someone called Hughes,
might they be half-brothers, sharing the same mother but not father I wonder?
Another anomaly, if I've understood you correctly, is the step-son Cadwaladr Pierce,
implying his mother would have had a previous marriage to someone with the surname Pierce
and yet you have her as Anne Davies. Do you know if Davies was her maiden name? or her
previous married name? Maybe she'd been married more than once before or maybe had a
child out of wedlock and was Pierce herself originally?
Can you throw any light on this which might help one of us to recognise connections?
