Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb

This might not be of any help to you at all of course, but the surname
Vincent reminded me of someone in my youth.
I was in school with a Ronnie Vincent, but he was adopted. And he died when
he was fifteen anyway.
This was in Tylorstown in the Rhondda Valley. Unfortunately, because of the
circumstances of time and distance, I cannot be of any more help to you. I
just thought you might like this tiny little clue.

Library of Wales here:

From a quick look there are VINCENTs there though I did not see a
Stella.
Bear in mind that VINCENT is an English name, mainly from the south-
west of England.
