I do not know much about wills in New York, but no one had yet answered
your query, so I thought I would take a stab at it for you.
Every county in every state in the USA has its own policies regarding
records. Oneida County should have wills available for the year you need
(if there was a will for your James Owen) but I could not find on the
Genweb/Rootsweb website for the county enough info to help you. I do not
know their fees or anything! I would suggest you view this site for
yourself and write to the administrator for advice or write to the county
offices listed in the resources section of the site. They only give a street
address for the county offices. The county seat is Utica.
There are many Owen names on the site, but none as early as you need.
A James Owen was postmaster of Steuben in 1870 on there is a Rev. Oliver
Owen from St. James Church (no denomination) listed in an obituary.
