There are two free to view sites that contain partial indexes to the BMD
registers. FreeBMD is an index to the central collections of certificates
held by the GRO - it is this site that has images of the surname lists.
UKBMD is split into a number of smaller sites - North Wales BMD, Cheshire
BMD, Bath BMD etc these contain indexes to the local registration office
held certificates.
The survey is about government plans to make the actual full certificates
available to view on line, (probably only those over 100 years old) and asks
if you would prefer to see the local office certificates or the central
copies. Personally I would like to see both versions available - but then I
always have been greedy:-)

I have used the UK BMD site and have seen the images they have added to the
results. I find these images (alphabetical lists) are not very helpful most
of the time. Are these the local register office entries or the secondary
ones held by the GRO? I would like to take part in the survey but not being
a resident of UK I haven't seen what the entries look like.
