A Birth, Marriage or Death in England and Wales has been registered, since
1837, in the local registration offices. The local registration offices tend
to be in the main towns in north Wales, such as Holywell.
Every three months the local registrar sends a copy of his or her registers
to the General Register Office in London.
So you have two places from which you can get copies of B M D certificates,
the local office or the central registry.
The North Wales BMD is a transcription of the index held by local offices in
North Wales. FreeBMD is a transcription of the index of copies of the
registers sent to London.
You can get a copy of a certificate from either Holywell or London BUT, if
you send for a certificate from Holywell you must use the North Wales BMD
reference number (Holywell MOLD/15/2) if you request a certificate from the
central office you must use the FreeBMD reference number (Holywell 11b __9)
The "_"in the Free BMD reference number suggests that the transcriber had
difficulty in understanding the true reference number, so your best bet
would be to contact the local registrar:

I am looking at ordering a birth certificate online and have some confusion!
On the North Wales BMD it says:
North Wales Birth indexes for the years: 1859
Surname Forename(s) Sub-District Registers At Reference
DEVENEY Thomas Mold Flintshire West - Holywell MOLD/15/2
But on the Free BMD site it says:
Births Mar 1859
DEVENEY Thomas Holywell 11b __9
Which number do I enter???
