I suggest that instead of trying to decipher the birthplace in the
1881 census you look for the family in the 1851, 1871 and 1891
censuses. You may not find them on the 1861 census as there are
sections missing.
As the daughter was 18 on 3/4/1881 (1881 census) and born in
Penmachno then her birth should have been registered in the Llanrwst
registration district in the year 3/4/1862 to 3/4/1863. (FreeBMD
lists the birth registration of a Jane JONES in Llanrwst in the Sep
quarter of 1862.) You could request a search for the birth
registration of a Jane E JONES, Penmachno (parents William & Anne
JONES) in the year quoted. (See GENUKI for present location of
Llanrwst registers.)
Having obtained Jane's birth certificate (and her mother's maiden
name) you would then be in a position to search for William and
Anne's marriage. I suspect that this will also have been registered
in Llanrwst.
