It could indeed be Buckingham Place, but I suppose another possibility
is that Buckingham is a misreading of Brecknock, the alternative
spelling of Brecon.
The easiest way to resolve the problem is to purchase a certified copy
of William's birth registration record (i.e. his birth certificate) by
applying to the register offfice in Brecon. As you know William's name,
approximate year of birth, and the names of his parents, the registrar
should be able to locate the correct entry in her registers.
