Ian,
Coningsby Williams was Burgess for Anglesey in those years but I can't find
him as Sheriff at any time. Edward Price was Sheriff in 1670-71. This is
from 'The New Kalendars of Gwynedd'.

I have lost your email but I recently read that a Coningsby Williams of
Penymynydd and Marian was High Sherrif for Anglesey in 1670 and MP for
Beaumaris or Anglesey (not sure which) in 1701 and 1703-5.
I don't know if you knew this but books like Bindoff's History of
Parliament
and related titles might fill you in on him and his provenance.
The librarian at the Houses of Parliament Library might be able to help.
