According to the Welsh Mariners website, there were only two Hugh Roberts
from Anglesey who held certificates of competency i.e. were above the rate
of able seaman. One was born in 1831 in Amlwch and the other was born in
1841 in Newborough, so neither seems a good match for your ancestor. The
returns for crew members on board ships in British ports on census day
are probably included in the records that Susan Davies has already
searched. I'm not sure if there were any subsequent returns for British
ships at sea or in foreign ports on census day. Tracing a specific able or
ordinary seaman may otherwise be quite difficult as crew lists were
compiled on a voyage-by-voyage basis for each ship.
