Have you tried the 1881 census?
Since Emma was 24 in 1903 she was probably born before the 1881 census.
You could try looking for Emma/Elizabeth aged about 2 with father George.
Since he had a fairly distinctive profession it may simplify your search.
Also, I don't think the surname Cartwright is very common in Anglesey (or
even other parts of Wales).
I have had a quick look at the 1851 census entries for Anglesey (via the
genuki.org.uk pages) and found 2 Cartwrights in Amlwch:
Hugh, age 55, servant, born Amwlch
Joseph, age 21, Teacher, born Liverpool
So it is possible that these could be her ancestors.
