From a note I sent to the New York CCs - where I have 2 counties and
where
we are in the process of selecting a new SC:
"One thing the new SC might wish to consider is the idea of having Regional
Coordinators. This is used in several states with a large number of
counties. The SC and ASC are responsible for the entire state. This
concept allows the SC and ASC, which may be RCs also, the opportunity to
work more on statewide issues.
The Regional Coordinators - usually CCs with in that particular region, but
not necessarily, work on a more individual basis with the CCs helping them
with technical questions or other problems that come along. These regions
have been setup so that each RC has approximately the same number of
counties. Regions may be divided into geographical or whatever counties
would usually be neighbors.
Currently I'm an RC in West TN and for the Coastal Region of Georgia. If
you care to see how Georgia is divided -

With 63 or so counties in New York, perhaps 6 Regional Coordinators would
be a good starting point. Thinking of the state one might have regions
such as City, Hudson Valley, Upstate, Central, Lakes, Western.
Anyway, just a thought for your consideration."
In Georgia we use a Council system - the SC and the 7 other RCs vote on
major issues concerning day to day operational changes, ask/give advice to
each other on problems.
There's no reason, other than finding volunteers to fill these positions,
that the same concept can't work in Wisconsin.
