1. I agree that adoption notices should be posted to the county's mail
list.
2. Yes, you should post it, even if someone else expresses interest.
3. I don't believe "first come, first serve" is the best way to go.
Criteria may include:
--How close are the interested parties to the county? [A nearer
proximity may mean the person may have a better understanding of the
resources available to others and may be able to field queries about the
county since they may "know" the county]
--Are they are researching for ancestors in the county? [They may
have already been through any stumbling blocks, may be aware of whom to
contact for various information, and may already have resources concerning
the county that could be made available online or as a look-up]
--Have they volunteered for other counties? [Obviously, accepting
someone as a new coordinator who has gone "missing in action" for another
county may be a problem. Also, if the person is already volunteering for
20 counties, will they have time for a 21st?
--Another option is asking the other county coordinators if they have
had any contact with the propective coordinator and what their opinions
are about him or her.

There are many ways that I acquire the knowledge that a CC is no
longer active and/or interested in maintaining their pages.

3. If I have more than one individual interested in becoming a CC for
a county, what criteria would you all like to see Marcia and I follow
to appoint a new CC?
Currently, I am using my very best judgment in all of the above, and
to be honest, occasionally the decision is tough. I would like some
input. I look forward to hearing your ideas.
