Tonight I was pleased to see that MPL has posted the index to this
collection online. The following paragraph is the Library's own description:

The Milwaukee Public Library's special collections include 3,192 photographs
of World War I military personnel from Milwaukee County. The names of
individuals in the photograph collection are listed on this site. Use the
alphabetical search key to look for an individual name. To receive a
photocopy of the image and the cost for ordering a print, make a request
through DITTO, a copy service of MPL.

Another search option is to click on one letter of the alphabet to browse
the list of names beginning with that letter. The collection itself was
compiled by American War Mothers, Milwaukee County Chapter. About 10 volumes
of photographs were copied and placed in the library, under the tile: "A
record of the heroes of Milwaukee County who answered their country's call
in the World War, Apr. 1917-Nov. 1918. " [Milwaukee?] 1921.
Unfortunately, this photo collection is does not include every veteran. In
fact, I suspect it is only a small minority of them.
