Hi, Tracy,
Rootsweb/Ancestry had a short blocked period with a spam blocker about 10
days ago as far as my ISP here in NW Indiana was concerned, and it caused me
to be bounced from Listowners-L, which is the mail list for owners, and also
bounced any other messages I received from
rootsweb.com addresses. Tina also
notified me that I had bounced from Wisconsin-L :((
I used a backup yahoo address to restore contact with RW, and I don't have
any confidence the problem has been solved permanently at my ISP.
I mention all this because for the first day and a half my ISP tech support
claimed not to have a clue they were blocking RW - in fact they told me
specifically they were not blocking - so a charter tech may have to be asked
very specifically about blocks in place. In my case the original block
originated with a service called
wirehub.net, and a second block appeared 24
hours later from spamcop. There are some issues about Ancestry and
myFamily.com mailings which have caused these blocks. The IP you should ask
charter about is 207.40.200.22, and whether they are using any service which
might currently be blocking this IP.
If this turns out to be an issue, there's more in the listowners-L archives:

Search 2002 for the term "wirehub."
Good luck,
Linda
