Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb

Once you found out where it was for me, I was able to gather some
information on this Explosion Lake mystery. Don't call me a COWard,
when I tell you that I am glad I wasn't around when the dung began
to fly! Locals used to set off sticks in the lake on weekends to
MILK this thing for all it's worth and really cash in on this CHEESY
tourist semi-scam! They would SKIM the CREAM of the crop of monied
tourists by telling them that an old Indian could predict when the
geyer would spout. Seemed to always happen when there was a big
crowd finally assembled. Here is the actual story for ewe to CHEW
on:
Explosion Lake is in the very northwest corner of Oconto County,
near the
village of Townsend in the township of Townsend, SECTION 28. It is
part of a
series of man-made lakes formed by damming of McCaslin Brook. This
permanent
damming was done for recreation and tourism in the first half of the
1900's.
Prior to that time, the brook had temporary dams all along it for
logging in
Spring. It is now part of the Nicolet National Forest.
I checked with some folks as to why the card would show a geyser
when they
are not something known naturally in Wisconsin. It turns out that
the lake
was dynamited shortly after it's creation to deepen it for fish
survival
over the cold winters. It was shallow to begin with. Since it was a
newly
created lake and the explosions were photographed, it was so named.
Apparently this did not happen naturally at all and was only during
the
deepening of the reservoir.

first item is a statement from a representative of the Florida Library
Association. It's followed by an article from today's St. Petersburg paper
giving more information about the state budget proposal and mentioning this
possible closure of the state library.
In an effort to get the facts surrounding the proposed
dismantling of the State Library, I have verified the
following with the Secretary of State's Press Office.
Governor Bush signaled the dismantling of the State
Library when he released his 2003-2004 budget for the
state on Tuesday. While details are still emerging,
it is clear that under the Governor's plan the
Division of Library and Information Services,
currently part of the Florida Department of State,
would be eliminated. Parts of the Division would be
retained and moved from the Department of State to
other state agencies. The Library Development arm,
which administers the federal LSTA program and State
Aid to Libraries, is slated to be incorporated into a
newly-formed "Department of State and Community
Partnerships." The state archives will be moved to
the Department of Environmental Protection, and the
records management function will move to the
Department of Management Services. The library
itself, which provides library services to state
agencies, libraries throughout the state, and the
general public and manages the State Documents
Program, would be eliminated all together with its
collections dispersed.
The Governor's budget and its attendant
reorganizations must be approved by the Florida
Legislature.

Bush: Tough times, tough budget

TALLAHASSEE -- Gov. Jeb Bush warned voters for
months that a constitutional amendment to reduce class sizes would be
exorbitantly expensive.On Tuesday, he named his price.
The Republican's proposed state budget for 2003-04 would require hundreds
of millions of dollars in spending cuts for universities, juvenile crime
prevention and health care for the poor.University tuition would rise by
up to 12.5 percent. There would be noraises
for teachers or state workers. A program that helps poor people pay for
eyeglasses, hearing aids and dental care would be eliminated.
While making those spending cuts, Bush also wants to
bring back the popular sales tax holiday and cut taxes overall by about
$600-million.
Bush's spending proposal for next year faces exhaustive
review by lawmakers, including Senate hearings aimed at generating public
opposition to his plan. It is the bleakest budget proposed by the governor
since he first took office in 1999.
"The people have spoken, and I forewarned them," Bush said, referring to
his relentless opposition to the class size initiative, Amendment 9. "I was
clear: Buyer beware."
The proposed cuts include $200-million from
transportation, $111-million from universities and $51-million from
juvenile crime prevention. Bush also would expand privatization of state
programs.
He would replace state lawyers who represent death row inmates by
contracting with private firms. And he would cut 2,900 more state jobs.
U.S. Rep. Kendrick Meek, D-Miami, the leader of the class size initiative,
called Bush's cuts "a cowardly act."
"He must take some responsibility for the giving away of
not millions, but billions, of taxpayers' dollars that are supposed to go
to functions of government such as public education,"Meek said.
Democratic state lawmakers were muted in their response,saying they had
not had time to review the proposal. But theyjoined in Meek's criticism of
previous tax cuts.
Some university presidents are alarmed."I don't think the costs should be
passed on to families.That means we are going to have to make some hard
decisions," said
University of West Florida president John Cavanaugh."It'sgoing to be
very difficult."
Bush forcefully defended tax cuts, saying they boosted
Florida's economy and avoided even deeper spending cuts. That allows him to
propose spending increases of $2-billion on schools, health and social
services, he said, and to offer more tax breaks.
The governor wants to bring back the popular sales tax
holiday for back-to-school shoppers. He would eliminate the 6 percentsales
tax on most school-related purchases for nine days and allow tax-free
purchases of books for a month. He also would continue to phase out a tax
on stock portfolios, and accelerate depreciation on
business equipment purchases.
He also wants counties to pick up the $64-million annual pretrial
detention costs of juveniles, which he proposed two years ago.
"The governor cannot claim to provide tax relief while
dumping expensive state responsibilities onto local governments,"said Mary
Kay Cariseo, executive director of the Florida Association of Counties.
"Forcing payment from one side of the wallet
instead of the other is not tax relief."

contentious negotiations with the Legislature. It reflects his
vision of a smaller government that does fewer things but
does them
better.
House Speaker Johnnie Byrd, R-Plant City, endorsed
Bush's approach.
But Senate President Jim King, R-Jacksonville, said he's
open to
all possibilities, including higher taxes. "Everything is on the
table," King said.
Sen. Skip Campbell, D-Fort Lauderdale, chairman of the
Finance &
Tax Committee, is assembling a proposal to eliminate up to
$5-billion in sales tax breaks.
During an hour-long budget presentation, Bush used the
word "tough"
repeatedly to describe the times ahead. He said Florida's
problems
are not nearly as severe as those in other large states,
such as
California. He displayed an image of a solar eclipse to
portray the
impact of the class size amendment on spending, which he
said on
the campaign trail would "block out the sun."
To help pay for the class size initiative, Bush suggests a
$2.4-billion borrowing program at a time when Florida is
edging
closer to the legal limit of its debt capacity.
Florida's universities are among the biggest casualties in
the Bush
budget, and Bush blamed the class size amendment. He
suggests
cutting universities' budgets by $111.5-million and shifting
$76-million more from university building projects to public
school
construction.
Another $628-million in state tax revenue would be spent to
hire
more teachers to reduce class sizes.
Bush's new education initiative is $80.7-million to improve
student
reading, $50-million of which is from a federal grant. Bush's
$899-million overall increase in public school spending is
almost
entirely swallowed by the class size initiative ($628 million,
mostly to hire teachers) and the surge in student
enrollment.
Nearly half of that, $417-million, would come from the
growth in
property taxes.
As bad as things look, it will be worse next year, Bush said.
Constitutional mandates for a high-speed rail system,
school
readiness for 4-year-olds and full state funding of courts
could
force higher taxes in 2004 when most legislators and his
brother,
President Bush, will be on a Florida ballot, the governor
said.
"Going forward, all bets are off," Bush said. "I cannot
predict for
you what the next budget will look like, once this one
passes."
This is Bush's fifth budget proposal, the first of his second
term,
and it rests precariously on controversial or untried
assumptions.
For instance, he wants to reach into dozens of special
accounts
known as trust funds, supported by fees and assessments,
to raise
$1.5-billion. That idea already faces stiff resistance in the
Senate and from interest groups.
Bush wants to replace the medically needy program, which
helps
cover bills for people who have suffered catastrophic
illness and
exhausted their health insurance but do not qualify for
Medicaid,
with a prescription drug benefit. Pregnant women and
children would
keep full coverage, but adults would no longer have
doctor's visits
or hospital stays covered.
Bush would give the troubled Department of Children and
Families
just over half of the spending increase it sought. The $255-
million
increase would pay for 376 more caseworkers, and raise
beginning
salaries from $30,000 to $34,000.
His elder care budget drew praise because programs that
let seniors
age at home and help their caregivers were left largely
intact.
"At face value, I think the governor's hit a home run for
seniors,"
said Natalie Kelly, public policy director for the Alzheimer's
Association.
Bush would save $20-million by merging two agencies, the
Department
of Community Affairs and Department of State, and
eliminating 218
jobs.
The governor proposes closing the state library, which
would save
$3-million and eliminate 41 jobs, said Secretary of State
Ken
Detzner. One proposal is to transfer the library and its
extensive
collection of state historical materials to Florida State
University, which wants the prestigious archives.
Bush zealously defended his insistence on cutting taxes
even while
cutting programs, and said he eagerly awaited debating
that point
with lawmakers and others.
"We didn't try to tax our way to prosperity," Bush said. "Let
the
debate begin."
