I suspect that Ruse is a phonetic attempt at the Welsh name Rhys, which is
sometimes also spelled Rees or Rice.
There are, as yet, no indexes on an all Wales basis for any Census other than
1881 and 1901, so the only way of finding your Mr Harris in 1841 or 1851
would be to go through all of the census entries for Wales individually,
which would be an impossible task.
As you know the date of death have you thought about looking for an obit in
the Welsh American press? These often contain quite a lot of background
family details.
The most popular of these was a paper called Y Drych, I am not sure where
archives of the paper can be found, but as it is still published, the
publishers may be able to give you some leads:

If you find an obit written in Welsh, there are plenty of members of the
Welsh lists willing to do translations.
