To have gone to Oxford it is likely that William (who may have spelled his
name David or Davies in Wales) was the son of a landowner or maybe the
local
vicar.

it was a perpetual curacy in 1868 it is hardly likely that it was a rich
parish in the 1660s
Archives Network Wales only seems to have 19th-20th century records for
Llansteffan, Radnorshire

Bear in mind there are other places called Llansteffan, notably the one in
Carmarthenshire.

location in Wales.
You may find some background if not details of this family. Might be worth
looking to see what was largest property in the parish and researching its
history
