What makes you think Samuel HASELL was born in Wales?
If 'Bistrol' is really Bristol the most obvious likely person of this name,
of an age to marry in 1902, would be the one born in Bedminster in March
quarter 1872. Bedminster registration district covered those suburbs of
Bristol and the surrounding are that were south of the river Avon, and thus
in Somerset rather than Gloucestershire. There were also Ada FILER births
registered in the same district in 1872 and 1875, an Ada Laura FILER in 1878
and another Ada FILER in Barton Regis district (which included Clifton and
western suburbs of Bristol) in 1881

Register Office.
Without a certificate you cannot hope to be able to distinguish alternative
possible persons with the same name.
Bear in mind that information given on certificates may not always be
entirely reliable. In 1902 you may expect to find the exact street address
of each spouse shown, and there is a good chance that their families will
have been at the same addresses in 1901 census. You may well have to pay to
view 1901 census, unless you take out a free 14-day trial, or find a local
library with a subscription.
Use the GENUKI site (for free) to find out about places in UK and Ireland
and what records survive for them and where.
Use the 'Familysearch' web site to search the 1881 census for England and
Wales for free to find the families of the persons concerned.
The Bristol and Somerset Rootsweb list is often a helpful one.
