Dear Jim, and All USGenWeb Project members,
Mention the Archives and Census Projects and you will create
voluminous amounts of posts. Some knowledgeable and some
less, yet all strongly worded. There are so many
misconceptions that the Advisory Board has struggled in vain
to solve anything connected to the subject.
With this in mind, and while Jim Powell and I were chatting
on Board-L on Saturday last, our conversation progressed to
a friendly challenge. As a result of this challenge, this
proposal is presented as a type of Prece partium [= a
continuance by consent of both parties], and open to all CCs
to comment and express themselves.
This is a concept, albeit, a new restructuring concept,
however, it is a fresh approach [path][way] for us to come
together -- an opening for dialogue. As an example, the
idea of a Director is certainly not written in stone --
maybe, the job is far too large for a single person --
however, it is a stepping stone to think from -- a concept
to explore.
We have heard from many directions that CCs want input -- to
express themselves -- here is that opportunity within one of
the most important phases of the USGenWeb Project.

The following is proposed to effect a restructuring to
Article XIII and Article VII to read:
ART XIII, Sec 3.
There shall be three representatives [Triune] from the USGW
Project Special Projects, elected to sit on the USGenWeb
Project Advisory Board. Each of these three Representatives
shall be from a different project, and though the Archives
Project, the Census Project and the Tombstone Project
furnish the present representatives, at the next annual
election candidates may be elected from any of the Special
Projects officially recognized by the AB, for a term of one
year.
The Triune shall administrate the USGenWeb Project Special
Projects, making policies for governance of the Special
Projects, with the concurrence of the AB.
There shall be a Director appointed by recommendation of the
Triune and the approval of the AB, and determined to be
qualified in HTML, ftp, and library science skills. The
Director's responsibility will be to supervise [supervise or
administrate is the operative concept -- not a one person
job what so ever] the uploading of data files and the
maintenance of the catalog [or TOC] of the data files
available in one location. The Director will be responsible
directly to the Triune, and secondly the AB.
ART VII to be amended to include:
The Special Projects Reps shall be elected by members of the
Special Projects who are eligible to vote in the general
election, and this will be handled by the elections
committee during the annual election and be included as part
of the election process.
