I also like to feel this is the official USGenWeb Franklin Co mail list.
These were made by RootsWeb as an available asset for the USGenWeb project,
though not official they are recommended by the project board including Tim
Stowell and others. Many states show their position as such:
"You are NOT required to host your county's email list. However, if one
exists or is started by someone else via RootsWeb, include how to subscribe
and send mail on your page as a courtesy to researchers and the ListOwner.

This is how other states have handled "County Mail Lists" but it is in no
way saying that we should do it this way. It is just a suggestion of state
and county web page courtesy to fellow researchers.
