Steve,
Only about a third of the WAGenWeb CC's became administrators for their
respective county Message Board when the system was created and the old
GenConnect boards were merged into it. All the Boards are managed by
individuals, but they can only delete a spam after it has been posted and
it is too late to prevent the instantaneous gatewayed message from reaching
the respective county mail list.
When RootsWeb gets a report that someone is posting the same message (spam)
to many boards, they do a special wholesale purge of all the remaining
offending posts that haven't already been deleted by board administrators.
I manage the Yakima county Message Board and it was likewise spammed with
the post you mentioned, but I have always had the Yakima mail list set to
block gatewayed posts from the Yakima Message Board. Folks can subscribe to
the mail list and they can also separately elect to receive direct notices
of all posts to any Message Board if they so choose.
In addition, the posts that are blocked still come to the mail list manager
in the form of a bounce. The list manager can subsequently manually post
the messages to the mail list if he deems them to be of sufficient interest.
Hope this sheds a little light and gives an option.

I want control of my message boards back or i shut off the forward to
the list so
my people dont have to read such garbage
