Let me see if I can clarify this. The page you refer to is not from the
USGenWeb or even TXGenWeb sites, but is a personal page of an individual.
Nevertheless, it more-or-less states what has been USGenWeb policy since
the early days of the project. Our policy is that we do not make public
any private information on living individuals without their consent.
Please note that I said "make public" and "private information."
Public
information legitimately made available to everyone by government
authorities belongs to everyone, and it is considered perfectly legitimate
by nearly all genealogy organizations to reproduce it for the public
benefit. There are two very large distinctions between revealing for the
first time what is private, and reposting already-published material which
is not private or supposed to be private. I am sure you would find that
RootsWeb will have a similar policy to that of USGenWeb, the Family History
Library, and responsible genealogists everywhere.
