Many of the old cemeteries built on private property had easement rights retained by a
previous seller when the properties were sold. If I understand the laws, any easement
retained would be documented in the deed recorded. The current property owner may not
even have the right to deny access.
Last year VT set up a commission to codify a standard process.

I have not been able to find out anything on Peake but you may be able to do something in
the future on other cemeteries. This might not help on Peake but maybe later.
