After looking closely at the Pittsylvania page I see that they mention
Danville in various documents as being part of that county;

Danville was founded in 1793 as a point of tobacco inspection. It was a good
location, situated on Dan River where the great mail route leading north and
south forded the river. Very soon, a long wooden toll bridge was built
across the river which was opened to the public in 1801. (It does not
mention that it is an independent city)

I see from looking at the Danville city website that they align themselves
with Pittsylvania County.
If it should be part of a county page, it would make sense for it to be
part of the Pittsylvania county page.
Of course, it could always be a separate page as well.
The title of the chamber of commerce website is "Danville Pittsylvania
County Chamber of Commerce".
