I'm not sure how this is any more useful than the county map at:

I just visited a few Tennessee pages (Anderson county for example:
http://www.geocities.com/Heartland/Ranch/4916/ ) and the "county map"
is next to useless for this purpose because there's not enough room
(without making the graphic large) to label the surrounded counties. I
"think" that most counties have links to bordering counties on their
pages which has been serving this purpose adequately.
