I haven't viewed the rolls in VA, but in KY they generally contain
Male name/landowner/person with taxable property name
Location of said property (ie town, depending on type of tax roll)
Amount of said tax
They're really good for tracing people. In some areas of KY they occurred in
full every 2 years and are more reliable than other forms.
Some transcriptions I have recieved for Frederick County, Virginia are

They do not include images so I do not know if that is truly what was on the
pages, but they are the best I have right now.
When it comes to the transcriptions I am sure I could drum out some
volunteers from my submitters, if they were allowed to transcribe the
locations they are interested in.
