The EC is not saying they have the right to remove them from a project or
their membership. They have a manual that states they can place them on a
chronic bounce list and not forward email to them. But they can suspend
their voting privileges. They have not said they can remove them from the
project either. They have stated that the person remains on the rolls
unless and until the SC or Project Coordinator removes them. They sit
there in limbo.
My personal commentary on SCs and PCs advising the EC is reflective of that
issue. OFTEN no person at the head of a state or a project tells the EC
that the person is no longer part of the project. Those are MY comments.
EC is not asking to remove them.... just to not send them email, and to
remove their voting rights. A bouncing email cannot vote anyway because
unless and until they reactivate that SPECIFIC email address, they wouldn't
be in a position to vote anyway.
However, I do think all of this needs to be commented on and pointed out to
all members, and not just to the SCs or PCs. Consider it a "heads up" to
all SCs and PCs. The problem here also is that unless a PC is subbed to
one of the discuss lists, they aren't even entering into this
conversation. And the special projects often have PCs that are not
involved anywhere else in the Project. Hence, they aren't even having
input on this matter.

The EC asked for guidance as to how long they should keep a member on the
Election Committee's Project Wide Membership List (ECPWML) after they have
been moved to the Chronic eMail Bounce List because their address bounced
three times. While the ECPWML is maintained by the EC, the EC generally
gets the membership information from local leadership, i.e., SC, SPC, etc.
The EC now has members on the Chronic list back to 2015 as their attempts
to get the bounce resolved have been unsuccessful from the local
leadership. Hence their request.
The EC has no authority to remove a member from their USGenWeb position.
The AB has no authority to remove a member either although they can
wherever possible unlink that member's website(s).
The task of keeping in contact with it's members is that of the local
membership and the task of removing a member from the organization is the
responsibility of the local leadership subject to a grievance.
