I don't believe that is what Pat is referring to. She gest all of the
bounces when we send out Announcements.

There is a difference in the various lists EC uses, as I understand it,
and the request from EC concerns only one list as the procedures cover the
other lists. There is the Electronic's Project Wide Membership List
(ECWML). There is the Voter Registration List (VRL). There is the Chronic
eMail Bounce List (CEBL). People get moved from VRL to CEBL after three
email attempts have bounced. The guidance EC is asking from AB is how long
should a member be on the CEBL before removal from the ECWML.
3 months is good.

C. The Election Committee shall also be responsible for maintaining an
up-to-date Registered Voter List:
8. Members shall be removed from the Registered Voter List under the
following circumstances:
a. Chronic bounced email address.
However, also per the EC Manual, those members who have been inactivated
do continue on the membership rolls until the SC (State Coordinator) or the
member provides an updated email address or the member is removed from the
project by themselves or their PC (Project Coordinator).
Also according to these rules, the Project Coordinator is notified by the
EC of the bouncing address and an updated email is requested. The new EC
software has facilitated the ability of the EC to identify email addresses
as chronic bouncers and notify the appropriate PC in a timely manner.
At present, the EC has on the Membership List 24 members who have been
inactivated (placed on no mail) for chronic bounces. Of these 24 members,
fifteen (15) have been bouncing since at least 11/16/2015, and three (3)
started bouncing before 06/13/2016.
How long should inactive and unreachable members continue to be listed as
members?
May the EC have some direction from the AB as to when unreachable members
may or should be removed from the USGW Membership List?
