I didn't mean that we should go back to the old links layout, only that
they were easily found and used. They could be put at the bottom of the
page where the other links are. Major visitor links at the top and
member links at the bottom. What would be wrong with that layout?

Billie, As USGW webmasters, all of us have to think about mobile
devices and how our site appears on them. Screen real estate is
limited and becomes more valuable on the smaller mobile devices. Those
"really nice, if outdated, navigation features" ate up a lot of screen
space, so yes, they are outdated and we have to figure out how to
offer our visitors options for what and how much they want to see on a
screen.
BTW, if you don't use a smart phone, try reducing your browser window
to its minimum width on your desk or lap top. Watch what happens to
the top navigation menu. It becomes a single drop-down where you can
choose which sub-menus you want to expand and explore.
