Designing for mobile devices is not so much about layout, but about
using screen area effectively. For example, if you present a fixed
list of 50 hyperlinked states, each state name requires a minimum of
1/4" of vertical screen space so the user can tap with their finger
without hitting more than one "link" at a time. That makes the list
at least 12-1/2 inches long which means flicking 3 times to see the
entire list, and before they can see anything else like content. That
is not good use of screen real estate.

and think about how long a single list of links would be on a smart
phone i.e. 16 years of 12 months each equals 192 links at 1/4 inch
high or at least FORTY-EIGHT inches. That's a lot of flicks (scrolls).
Vacuum storage bags allow you to remove excess air and store a king
size down comforter in a few inches of space, then fluff it up when
you need to keep warm next winter.
Drop-downs and roll-ups allow the user of a mobile device to CHOOSE
what they want or need to see on their approximately 3 x 4.5 inch screen.
