What "county" page are you referring to? If you mean a state/county
site, and the CC has chosen to deep link to the text page, they need
to change their link to go to the Archives county page, e.g.
http://www.usgwarchives.net/co/cheyenne.htm
The browser's back button will then back up to that page which
contains the contact information your visitor needed. Putting a link
to a state/county site on an archived data page would be a mistake
IMO since as you know URLs can and do change as different CCs choose
different hosts for their sites over time.
