As I said, what "county page"?
When linking to a text page, which by definition, will not contain
hyper links, it is up to the author of the web page containing the
link to the text page to provide the route to any other possibly
needed information.
The State county page link can be set up so it opens in a new
window/tab, so the directing page is not lost.
The State county page can contain an index of relevant text pages, as
does the Archives county page, and include a link to the relevant
Archives county page.
The State county page can include instructions for reaching the
appropriate Archives county page.
Or simply link to the Archives county page, again making the
browser's back button the way to return to the info for the Archives
county File Manager
Any time you deep link, you risk stranding the visitor you have
directed to the page at the deep link.
