Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb
And can everyone hit REPLY ALL so the responses go to all lists, please?

My personal commentary on SCs and PCs advising the EC is reflective of that issue. OFTEN no person at the head of a state or a project tells the EC that the person is no longer part of the project. A bouncing email cannot vote anyway because unless and until they reactivate that SPECIFIC email address, they wouldn't be in a position to vote anyway.
However, I do think all of this needs to be commented on and pointed out to all members, and not just to the SCs or PCs. Consider it a "heads up" to all SCs and PCs. The problem here also is that unless a PC is subbed to one of the discuss lists, they aren't even entering into this conversation. And the special projects often have PCs that are not involved anywhere else in the Project. Hence, they aren't even having input on this matter.

The EC asked for guidance as to how long they should keep a member on the Election Committee's Project Wide Membership List (ECPWML) after they have been moved to the Chronic eMail Bounce List because their address bounced three times. While the ECPWML is maintained by the EC, the EC generally gets the membership information from local leadership, i.e., SC, SPC, etc. The EC now has members on the Chronic list back to 2015 as their attempts to get the bounce resolved have been unsuccessful from the local leadership. Hence their request.
The EC has no authority to remove a member from their USGenWeb position. The AB has no authority to remove a member either although they can wherever possible unlink that member's website(s).
The task of keeping in contact with it's members is that of the local membership and the task of removing a member from the organization is the responsibility of the local leadership subject to a grievance.

The issue is:
Dead/invalid email addresses have always been a problem for the EC (Election Committee).
The EC Manual <http://usgenweb.org/usgwelections/ec-manual/text/ec-bounces-letter.txt [http://usgenweb.org/usgwelections/ec-manual/text/ec-bounces-letter.txt]> directs that email addresses that bounce three or more times shall be placed on a chronic bounce list (set to no mail/inactivated) and per the EC Procedures, their voter registration removed i.e. [emphasis added by NC (National Coordinator) to call attention to the importance of this statement]

IV. DUTIES of the Subcommittee
C. The Election Committee shall also be responsible for maintaining an up-to-date Registered Voter List:

However, also per the EC Manual, those members who have been inactivated do continue on the membership rolls until the SC (State Coordinator) or the member provides an updated email address or the member is removed from the project by themselves or their PC (Project Coordinator).
Also according to these rules, the Project Coordinator is notified by the EC of the bouncing address and an updated email is requested. The new EC software has facilitated the ability of the EC to identify email addresses as chronic bouncers and notify the appropriate PC in a timely manner.
At present, the EC has on the Membership List 24 members who have been inactivated (placed on no mail) for chronic bounces. Of these 24 members, fifteen (15) have been bouncing since at least 11/16/2015, and three (3) started bouncing before 06/13/2016.
How long should inactive and unreachable members continue to be listed as members?
May the EC have some direction from the AB as to when unreachable members may or should be removed from the USGW Membership List?

Three months is more than enough to remain on the Chronic Mail List. Remember that BEFORE it goes on Chronic Mail List it has been some time that the address has been bouncing.
