Stephen, John Steer may or may not have been the father of John Hoadley aka Steer.
I have two examples in my tree where an ancestor was born with one surname, mother
re/married, child used both real surname and surname of stepfather when older. But it is
good to place the family, DNA testing could confirm whether John was the father or not.
Ann's Will might prove interesting, her eldest legitimate son George Steer, Farm
Bailiff, is executor and one of her next of kin. 1841 census page has Chartlands,
Staffords Wood, Tenchleys and The Guildables - they were all farms owned or tenanted by
Steer family members throughout the years.
Out of interest, who have you got as parents for George Steer who married Mary Mitchell?

The only couple that fit are John STEER 1790 Lingfield, son of George STEER
& Mary nee' MITCHELL, who is known married to an Ann, died 1846, who was a
farmer at Chartlands. John died in 1846 aged 60 and while the age is out 4
years Ann was a widow in the 1851 census.
Their first child baptised Limpsfield 2 Feb 1817 was Louisa. Wife Ann died
1871 aged 72 at Limpsfield.

They are the only John & Ann STEER in East Surrey without a marriage until
now, they are in the right parish so on the balance of probabilities I think
this John is the father of John HOADLEY alias STEER.

Perhaps she married someone else after John's birth in 1815?

Giles Camberwell, both Otp, and witnesses not connecting to the Steer's,
Joseph WHEELER & A FAWKES??
I think John STEER alias HOADLEY is the John STEER, Grocer, age 25 in the
1841 at Foxis Hole Buildings, Limpsfield, HO 107 1077/6 F17b. With Mary and
daughter with her parents in Essex explains why I couldn't find them
