Peter, If you reduce the match size, you can almost match with anyone.
However, for what it's worth -
Comparing Stephen Steere and Margaret Wilkinson HC2101104
Chr 18 4.2 cMs
Chr 20 4.1 cMs
Chr 20 4.2 cMs
Comparing PMSteer and Margaret Wilkinson
Chr 21 4.6 cMs

I found your data on Gedmatch and compared them with my wife's who
descends from Thomas Steer b.1817 Petworth. Initially there is no link;
however on the one-one test it is possible to adjust the default Minimum
segment cM size, which is set to a value of 7.
Reducing this to 2 gives

(*PMSteer) [Migration - F2 - T]
Largest segment = 5.0 cM
Total Half-Match segments (HIR) = 146.4 cM (4.083 Pct)
59 shared segments found for this comparison.
617886 SNPs used for this comparison.
55.850 Pct SNPs are full identical
I am not at all understanding what this means or how it works but I was
shown this technique by my closest link on my Yseq on FTDNA. As yet we
have no paper trail and a standard search on Gedmatch says there is no
link, although it does obviously exist and can only be seen by adjusting
the default value.
One of these days I must get to grips with the meaning of DNA data
