Just by chance I came across an ancestor name in the IGI and noted
that whoever submitted the descending family details has hit the
same brick wall as myself.

I don't know the answer to your question, I am afraid, but it may
just be a too rigorous interpretation of the Data Protection Act. Why
not ask them if they would be prepared to forward a message from you,
assuming it was a fairly recent submission?
