Rhode Island General Laws stipulate that all records of birth and
marriage
are closed for a period of one hundred (100) years. Death records are
restricted for a period of fifty (50) years. The record of a marriage
occurring in 1909 is NOT available at the State Archives. Information from
restricted records can be obtained from the Rhode Island Department of
Health at a cost of $15.00. You would need to send a letter requesting the
record and stating your relationship to the people involved and the reason
you need the information.

With more details about Julia and Thomas, it might be possible to come up
