Two questions:
1) When you say these cannot YET be accessed directly on-line, do you know
if it will be possible in the near future - is someone working on this?
2) If not on-line, how do people from a distance get access? Is there a
Powys FHS or any volunteers who do any lookups or is visiting the NLW or
Powys Archives the only way to obtain information?

1. I understand (from the November issue of 'Family Tree Magazine') that the
Genealogical Society of Utah that has reached an agreement with the Church
in Wales and the record keepers to film and digitise historic Welsh parish
records, starting with the Monmouth diocese in September 2006. Name indexes
to the records filmed will appear on
www.familysearch.org/
2. There is certainly a Powys FHS (see
http://www.rootsweb.com/~wlspfhs/).
The staff at the NLW and at the Powys Archives offer research services on a
fee-paying basis, and may conduct a one-off straightforward lookup for a
nominal charge. For example the Powys Archives website states:

We are able to do quick "look-ups" (ONE entry only in a specified parish
register or census return) within half an hour for £7.50. All other
research will be chargeable at the hourly rate of £15 per hour. Please note
that a fee is still payable should the search yield no positive results.
