I checked the National Archives online site and they acknowledge that all census years
have missing records.

The procedure outlined there calls for a search within HO 107 for “missing”. This
generates 39 records, one of which is for Brecon. This details which records exist and
which are missing for the hundred of Penkelly, as follows:
